If that's blocked too

Tap Save the image (it lands in Downloads).
Set it from Settings → Wallpaper & style → Downloads → witan-lockscreen.png → Lock screen → Apply.

ℹ️ Witan can't set the wallpaper itself — Android gives web apps no way to change it. And your kiosk (LockTask) blocks launching Settings by design, which is why the Settings button won't open. Two real fixes: (1) whitelist Settings in the kiosk's allow-list via your device-policy app (the TestDPC tile on the apex) — then the Settings/wallpaper buttons work; or (2) do it from regular Chrome outside the kiosk: open mywitan.xyz/witan-lockscreen.png, save, then Settings.
