Fix: _DRAFT_CUES make drafts ASKS; capture files the task w/ draft_intent AND lands a [QUEUED] task-linked artifact in the drafts store; receipt says where it landed; assign joins the verbs. LOR itself already RECOVERED via the live door. Capture-card summary enumerates items (titles+times ≤620); payload.items carries full fields for UI item-approve. 7 pins on his verbatim phrasings + kept case; 37 green.
